A stevedoring company that plans to use workers from the Operating Engineers union to load military ammunition at Charleston said it is not competing for work currently done by International Longshoremen’s Association labor.
ILA President Harold Daggett and Ken Riley, president of Local 1422 in Charleston, have criticized other unions, including the Seafarers International Union and International Union of Operating Engineers, for performing traditional longshore work.
Chris May, vice president of Portus Stevedoring in Jacksonville, Fla., said his company has contracted with the Marines to handle their cargo at Jacksonville since 2005. He said the contract allows the company to follow the ship to Charleston.
The Port of Oakland, which has failed to negotiate a new contract with Service Employees International Local 1021 after almost a year of talks, has decided to proceed with impasse resolution proceedings.
The impasse action has several stages, including mediation, and could take several months to advance toward a new contract. Steps in the impasse proceedings can include presentation of the port’s final offer; meeting to attempt to resolve outstanding bargaining issues; selection of a neutral third-party mediator; and mediation sessions to help the parties reach a resolution.
If all of other measures fail, then the final step would be implementation of the port’s last, best and final offer.

The International Longshoremen’s Association and United States Maritime Alliance are scheduled to resume negotiations when the ILA’s wage scale committee meets on June 27-29 in Delray Beach, Fla.
USMX Chairman and CEO James Capo confirmed on the management group’s Web site that USMX’s bargaining committee will attend the meetings.
